A former presidential residence in Kazakhstan's Kostanay region, once a private retreat, has been repurposed to serve a crucial social purpose. The sprawling complex, complete with a lake, swimming pool, and sauna, now operates as a rehabilitation center for children with special needs.

A New Purpose for a Former Retreat

The transformation of the former presidential estate into a facility dedicated to child welfare marks a significant shift in its use. The complex, comprising seven buildings, has been adapted to provide residential care and specialized services.

Residential and Recreational Facilities

Four of the seven korpýsy (buildings) now offer housing for children with psycho-neurological conditions. The remaining three korpýsy are dedicated to providing specialized social services. Notably, the existing swimming pool and sauna have been preserved and integrated into the center's offerings, with the sauna featuring a distinctive brick-built stove.

Advanced Rehabilitation Services

The center is equipped to accommodate 60 children at a time and can serve approximately 900 children annually, aged between 1.6 and 18 years. Rehabilitation programs are designed to last from 14 to 21 days, providing intensive support for young individuals.

Investment in Child Welfare

The renovation and adaptation of the former residence involved substantial investment. The regional budget allocated 126.1 million tenge for reconstruction. Furthermore, the "To the People of Kazakhstan" foundation contributed 1 billion tenge to equip the center with modern rehabilitation equipment. Funding for the center's ongoing operations is secured through 2026, with an allocation of 686 million tenge.

Clarification on Official Residence

In a separate but related note, the Akim (Governor) of the Kostanay region, Kumar Aksakalov, does not reside at the former presidential complex. He lives in a service apartment within a multi-story residential building and personally covers his utility expenses.
