Responding to questions about the ethical implications of his actions, MP Mukayev clarified that the document was not an official parliamentary greeting. He explained that the blue folder contained his personal documents and that he had designed its appearance and text himself, having it printed for approximately 5,000 tenge. "This was my personal congratulation to my wife," Mukayev stated.
