Serik Orazgaliyev, president of the Ust-Kamenogorsk Airport and a local city council deputy, has reported an annual income of 38 million tenge for 2025. This substantial earning comes despite the state-owned airport experiencing financial losses.

Orazgaliyev's position as a deputy in the Ust-Kamenogorsk City Maslikhat (local representative body) is officially documented. He also serves as a member of the commission focused on infrastructure development and housing and communal services.

Born in the East Kazakhstan region in 1973, Orazgaliyev has a diverse professional background. He previously held roles in a bar association and as vice-president of the 'Tugyl-Et' company. From 2002 to 2018, he served as executive director at the Ust-Kamenogorsk Airport before being appointed director of the Semey International Airport.

Rising Earnings for Airport Leadership

The airport president's income likely comprises more than just base salary, potentially including vacation pay, bonuses, and other incentives. Notably, Orazgaliyev's earnings saw a significant increase of 15.8%, or 6 million tenge, compared to 2024. In 2025, his average monthly salary was 3.17 million tenge, up from 2.67 million tenge in 2024.

To put this growth in perspective, in 2021, the annual income of the then-airport president, Nikolay Korolenko, was 21.4 million tenge. This indicates a substantial rise of 77.6% in the Ust-Kamenogorsk Airport president's salary over four years, amounting to an increase of 16.6 million tenge annually.

The Airport's Financial Standing

According to Adata, 'Ust-Kamenogorsk Airport' is state-owned and overseen by the Finance Department of the East Kazakhstan region. However, the airport incurred losses of 181.8 million tenge in 2023 and 91.1 million tenge in 2024, highlighting a challenging financial situation for the enterprise.
