Kazakhstan Authorities Now Enforce Littering Laws, Issuing Fines

In a significant shift for environmental enforcement in Kazakhstan, local executive bodies will now be responsible for issuing administrative protocols for littering and polluting public spaces. This new regulation, part of the Law on the Prevention of Offenses, came into effect on March 1st.

New Enforcement Powers

Previously, only police officers had the authority to fine individuals for such offenses. Under the updated legislation, local executive bodies in Astana, Almaty, Shymkent, and all regional administrations are now granted the right to draw up administrative protocols. This authority covers violations under Articles 434-2 and 505 of the Code of Administrative Offenses.

Aiming for Quicker, More Effective Action

This change is expected to enable a more prompt and effective response to offenses like illegal dumping, damage to green spaces, and vandalism of city infrastructure. The Ministry of Ecology of the Republic of Kazakhstan highlighted this as a key objective of the new law.

Statistics on Past Violations

The Ministry of Ecology reported that in the past year alone, over 591,000 individuals were held accountable for similar offenses. Of these, more than 189,000 were penalized for polluting public areas, and over 403,000 faced penalties for violating landscaping regulations. The total amount of fines imposed reached 5.2 billion tenge.

This transfer of authority aims to streamline the process and increase accountability for maintaining public cleanliness and environmental standards across Kazakhstan.
