Kazakhstan Considers Shortening Unemployment Benefits to Four Months

Kazakhstan is contemplating a significant change to its unemployment benefits system, potentially shortening the duration of financial support for job seekers. Currently, individuals can receive unemployment benefits for up to six months, but proposed amendments could reduce this period to four months.

This potential shift could affect the financial stability of hundreds of thousands of Kazakh citizens actively seeking new employment. The Ministry of Labor and Social Protection of the Population has indicated that this measure is intended to incentivize quicker reintegration into the workforce.

Reasons Behind the Proposed Change

As of April 1st, the number of Kazakhstanis receiving the full six-month unemployment benefit reached 115,000. In total, over 185,000 individuals are currently receiving unemployment benefits. The Ministry emphasizes that the primary goal of this reform is to encourage citizens to find new jobs more actively, rather than relying on extended social payments.

The social payments are designed to provide temporary support and maintain financial stability during the job search, but the proposed reduction aims to make this support more focused and time-limited.

Historical Context and New Regulations

According to ministry representatives, the maximum duration for unemployment benefits was four months between 2005 and 2016. The current proposal to shorten the benefit period would apply only to new applicants after the regulations come into effect. Individuals who have already been approved for benefits will continue to receive them under the existing six-month terms.

Unemployment Landscape in Kazakhstan

Data from the National Bureau of Statistics reveals that at the end of 2025, Kazakhstan had 285,500 unemployed individuals, comprising 131,300 men and 154,300 women. The overall unemployment rate stood at 4.6%.

Earlier statements from the Minister of Labor and Social Protection, Askarbek Yertayev, noted that the benefit period was extended to six months due to the pandemic. He suggested that such extended payments are no longer deemed necessary. The ministry is also reportedly reviewing the upper limits for unemployment benefits.
