Kazakhstan Implements New Rules for Moped Riders: Licenses and Registrations Required

Starting April 5, 2025, Kazakhstan has introduced significant new regulations for moped and other motor vehicle operators. These changes mandate that individuals operating mopeds must possess a specific driver's license and that their vehicles must be officially registered and equipped with license plates.

Driver's License Acquisition

In the past year, 3,652 individuals have obtained Category A driver's licenses, while 3,141 have acquired Category A1 licenses. Category A1 permits the operation of motor vehicles with engine capacities up to 125 cubic centimeters, whereas Category A allows for the driving of more powerful motorcycles. Interestingly, existing driver's licenses from other categories, such as Category B, are also considered valid for operating mopeds, a rule that extends to electric motorcycles as well.

Exam Challenges for Motorcyclists

Data from the State Corporation "Government for Citizens" reveals a challenging pass rate for the theoretical exam for Category A licenses. Since the beginning of this year, 1,297 individuals have attempted the theory test, with 1,056 failing. For Category A1, 603 candidates passed, while 592 did not. These figures suggest that approximately half of all applicants initially struggle to pass the theoretical examination for motor vehicle operation.

Vehicle Registration Numbers

According to the Ministry of Internal Affairs, 30,248 mopeds have been registered nationwide over the last year. The Bureau of National Statistics reports a total of 46,079 vehicles in Category A1 currently operating in Kazakhstan.

How to Register a Moped

To register a moped, individuals must visit a Public Service Center (SON) in their locality. Required documents include an identity card, the vehicle's technical passport, or details about its technical specifications. Applicants will then need to complete an application form, have the moped inspected, and pay the relevant state fees. These fees include 0.25 MCI for registration, 1.25 MCI for the registration certificate, and 1.4 MCI for the license plate.

Moped Rider Violations

Despite the stricter regulations, issues with discipline and road etiquette among moped riders persist. For instance, on April 11-12, authorities in the Almaty region identified 438 administrative offenses. These violations included driving without proper documentation, riding without a protective helmet, entering oncoming traffic lanes, speeding, and failing to adhere to maneuvering rules.
