Kazakhstan Introduces Fines System to Curb Traffic Violations

Kazakhstan is set to implement significant changes to its traffic control system, introducing a penalty points system alongside traditional fines for road rule violations. This new approach is expected to profoundly impact drivers' behavior and road safety across the country.

License Suspension for Accumulating Points

Under the new system, drivers who accumulate 20 penalty points within a year will face an automatic six-month suspension of their driving licenses. To regain their driving privileges, they will be required to retake and pass the traffic law knowledge exam.

The new regulations extend beyond experienced drivers. Individuals without a license who commit traffic offenses and accumulate 20 points will be prohibited from obtaining a driving license for the subsequent six months.

Pilot Programs and Psychological Assessments

Currently, the penalty points system is undergoing a pilot phase in Astana, Almaty, and Shymkent. Future plans include introducing psychological assessments to identify the underlying causes of aggressive driving behavior among persistent offenders.

Lessons from Italy's Experience

Kazakhstan is drawing inspiration from Italy, where a similar points system is used in 21 European countries. In Italy, this system reportedly reduced road accident fatalities by 25% in its initial years. The core principle is social equity, ensuring all drivers are held to the same standard of accountability, regardless of their financial status.

Enhanced Speed Monitoring

In addition to the points system, Kazakhstan will also widely deploy average speed detection systems. These systems will monitor speeds not only on toll roads but also within populated areas, aiming to prevent drivers from merely slowing down when approaching visible cameras.
