Kazakhstan Introduces New Migration Rules: Language Requirement Explained
Kazakhstan is set to implement new migration regulations, introducing a requirement for migrants to demonstrate proficiency in the Kazakh language. This significant policy shift was announced by Aida Balayeva, Kazakhstan's Minister of Culture and Information.
New Migration Policy Framework
The new migration policy, which was adopted in 2025 and will be in effect until 2030, aims to create a transparent and citizen-focused migration management system. According to Minister Balayeva, the policy seeks to balance the country's economic needs with national security concerns.
Requirements for Foreign Workers
Under the new regulations, foreign workers will only be recruited in sectors experiencing labor shortages. Migration flows will be tailored to meet the specific needs of different industries and regions.
Language Proficiency Requirement
Starting January 2026, foreign nationals, including ethnic Kazakhs, applying for residency in Kazakhstan will be required to pass a Kazakh language proficiency test. This measure is designed to ensure that migration processes are both legal and secure.
Special Provisions for Ethnic Kazakhs
Special rules are in place for ethnic Kazakhs, who must obtain the 'kandas' status to receive state support and are encouraged to settle in regions with labor shortages. These regions include Akmola, Abai, Kostanay, Pavlodar, Atyrau, West Kazakhstan, East Kazakhstan, and North Kazakhstan.
