Kazakhstan has established a new center dedicated to predicting criminal threats and analyzing public safety. This new entity will operate under the Committee for Legal Statistics and Special Accounts of the Prosecutor General's Office.

Forecasting and Analytical Functions

Starting April 18, 2026, the Committee for Legal Statistics and Special Accounts will officially incorporate predictive and analytical activities into its mandate. This includes developing recommendations for government bodies. Initial analyses from the center indicate a significant shift in criminal tactics, with a large portion of scam calls now originating from messengers, particularly WhatsApp, moving beyond traditional telecommunication infrastructure.

Emerging Cyber Threats Identified

The center has identified 18 new types of cyber threats. These include the use of SMS blasters by foreign criminals for mass messaging outside of official channels, sophisticated phishing schemes, the exploitation of deepfake technology, number spoofing, and fraudulent activities involving unregistered SIM cards.

Prosecutor General's Directive

During a recent meeting, Prosecutor General Berik Asylov emphasized the critical need to intensify public awareness campaigns about new cybercriminal schemes. He also stressed the importance of holding financial institutions, telecommunication operators, and online platforms accountable for promptly taking measures to protect the rights and interests of their clients.

Ministry of Internal Affairs Recommendations

The Ministry of Internal Affairs has previously highlighted the active use of modern technologies by criminals, such as voice modification and number spoofing, to appear more credible and lower citizens' guard. Kazakhstanis are advised to avoid following instructions from unknown individuals, verify information through official sources, and immediately report any suspicious activity to law enforcement agencies.
