Kazakhstan: Smart Meter Upgrades Will Be Free for Homeowners

Homeowners in Kazakhstan will not have to pay for the replacement of their old electricity and gas meters with new "smart" devices. This assurance comes from Illyas Bakytzhan, the Vice Minister of Energy, during a briefing at the Center of Public Communications.

Funding for New Meters

According to the Vice Minister, the transition to these advanced meters will be financed by natural monopoly entities as part of a national project aimed at modernizing the energy and housing sectors. While these costs might influence utility tariffs, the government views them as justified expenses that will ultimately reduce losses.

Who is Installing the Meters?

In the electricity sector, the meter replacements will be carried out by electricity distribution companies. For gas supply, the "QazaqGaz Aimaq" company will be responsible. These organizations have already begun submitting applications for the phased installation of digital meters.

Timeline for the Transition

Vice Minister Bakytzhan indicated that the "metering" efforts across the energy sector, including gas supply, are set to commence this year. The national project is designed to span five years, with the goal of ensuring that 100% of commercial and residential consumers are equipped with digital meters by 2029.
