Kazakhstan Tax Authorities to Scrutinize Mobile Transfers Starting March

Kazakhstan's tax authorities are set to begin scrutinizing mobile money transfers made by citizens starting this March. Residents can expect to receive notifications regarding these transactions, as confirmed by Yerzhan Birzhanov, Vice Minister of Finance.

The process involves banks transmitting data on citizen transactions to state revenue bodies. This data transfer is scheduled to conclude by April 15th, marking the end of the first quarter's reporting period.

Identifying Non-Compliant Transactions

Following the data collection, tax officials will analyze the mobile transfers to identify those that meet specific criteria indicating potential undeclared business activity. The aim is to pinpoint individuals who are effectively conducting business but are not declaring their income and evading taxes.

"The deadlines have just passed, and banks are sending us data. We will receive it by April 15th. Of course, after receiving the data, we will generate notifications under the 'chamber control' procedure by the end of the month," explained Birzhanov during a government briefing.

Timeline for Notifications

The Vice Minister further elaborated that the notifications, which will allow taxpayers 30 working days to comply, are expected to be sent out in May. "We will receive the data by April 15th. The data may come from various banks, as not just one bank handles transfers. After comparing data from all banks obligated to provide it, we will finalize the work. Then we will initiate the chamber control procedure and send notifications to taxpayers that need to be fulfilled within 30 working days. Kazakhstanis will receive notifications in May," Birzhanov stated.

The State Revenue Committee has previously highlighted that mobile transfers have become a prevalent method for unofficial settlements. The new regulations are designed to bring these activities into the formal tax system.
