Samruk-Kazyna chief reveals KZT 805.9m income for 2022–2024 amid transparency push

Samruk-Kazyna’s chairman of the management board، Nurlan Zhakypov، has published his income declarations for 2022–2024، reporting a total of KZT 805،984،963 — a rare، high-profile disclosure aimed at strengthening transparency in Kazakhstan’s quasi-state sector.

This was reported by the Infohub.kz news agency.

What Zhakypov reported

According to the declarations، Zhakypov’s income amounted to KZT 422،182،000 in 2022، KZT 186،543،551 in 2023، and KZT 197،259،412 in 2024. Combined، the three-year total reaches KZT 805،984،963.

Samruk-Kazyna is Kazakhstan’s sovereign wealth fund، overseeing strategic state assets. Disclosing senior executives’ earnings is intended to bolster accountability across the fund’s portfolio companies and the broader quasi-state sector.

Other disclosures from the fund

Within the fund، further figures were made public. Managing Director for Development and Privatization and board member Saltanat Satzhan declared KZT 8،273،745 for 2024. Gulnur Nurkeyeva، the spouse of Saken Muratuly، head of Samruk-Kazyna’s Beijing representative office، reported KZT 96،314،355 for 2024.

Wider context in government

The move comes as several government bodies begin publishing initial declarations. Among the notable figures، the spouse of Deputy Prime Minister and National Economy Minister Serik Zhumangarin — Saniya Sadikova — declared KZT 88،678،984. Erbolat Dosaev، a member of Samruk-Kazyna’s board of directors، reported KZT 14 million for 2024، while his spouse Gulnar declared KZT 2.3 billion. Senator Saghyndyk Lukpanov indicated KZT 43،760 for 2024.

Why it matters

Gradual public disclosure of income declarations in the state and quasi-state sectors is designed to increase public trust and ensure more transparent use of budget-related funds. Zhakypov’s three-year publication sets a benchmark for executive-level reporting and may encourage more comprehensive disclosure across key state-linked institutions.
