New Rules for Kazakhstan's Housing Queue Start March 2

Starting March 2, 2026, Kazakhstan's Otbasy Bank is implementing new regulations for citizens on the housing waiting list. Those who do not complete a mandatory data verification process will be ineligible for subsidized housing or preferential loans.

Purpose of the New Verification System

The primary goal of this new system is to ensure the accuracy and currency of applicant information. This includes details about family composition, social category, and current living conditions. To proceed, individuals must complete the verification on a dedicated portal and consent to the processing of their personal data.

Consequences of Non-Compliance

While failing to undergo this verification will not result in removal from the housing queue, it will temporarily suspend eligibility for certain benefits. Specifically, individuals will not be able to receive allocated rental housing or access the 2% and 5% preferential loan programs until the verification process is successfully completed.

Addressing Past Challenges

Previously, the bank had offered temporary concessions and expedited the launch of the new system by allocating apartments to those who hadn't yet completed an inventory check, with verification occurring later. Bank representatives noted that the former system presented challenges. For instance, it sometimes revealed that an applicant had already purchased a home, disqualifying them from the queue, or that a previously allocated apartment's size was no longer suitable due to changes in family structure, such as the birth of children. These situations often necessitated restarting the entire application process, causing significant delays.

Housing Provision Statistics

As a national development institute, Otbasy Bank is responsible for housing provision. Currently, 13,393 apartments have been allocated from regional administrations: 8,846 for rental housing and 4,547 for loan-based housing. To date, 4,216 families have secured new homes. As of February 24, 257,000 individuals had completed the inventory process.
