Astana is set to implement a new urban development strategy, planning the construction of multi-level roads inspired by major global cities like Tokyo and Seoul. This ambitious project aims to significantly alleviate the growing traffic congestion within the Kazakh capital.

A Vision for Smoother Commutes

The initiative was first announced in December by Astana's Mayor, Zhenis Kassymbek. He highlighted that the construction of these elevated highways is a key strategy to manage the city's increasing vehicle load. Similar multi-level road systems have been successfully implemented in metropolises such as Seoul, Moscow, Tokyo, Beijing, Bangkok, and Paris, demonstrating their effectiveness in improving traffic flow.

Projected Impact on Congestion

City officials estimate that the introduction of these two-tiered roads could reduce traffic jams in Astana by a substantial 30-40 percent. This would represent a significant improvement for daily commuters and the overall efficiency of urban logistics.

Data Collection Underway

Currently, the Department of Transport and Road Infrastructure Development of Astana is in the crucial data collection phase. This involves gathering essential preliminary information required to kickstart the design work. According to an official response from the department, comprehensive preparatory work is in progress, including clarifying technical specifications, analyzing existing infrastructure, and compiling initial permit documentation.

Design and Engineering Challenges

Once the preparatory stage is complete, specialists will move on to developing the detailed design and cost estimation documents. The exact nature of the future roads – whether they will primarily feature overpasses or tunnels – has not yet been determined. These engineering decisions will be made after thorough site investigations and feasibility studies.

The department noted that the design phase will identify specific sections where multi-level solutions, such as elevated roads, tunnels, or other complex transport structures, are necessary. The final specifications will be dictated by traffic volume, urban planning considerations, and safety requirements. The preliminary cost of the project remains unknown and will be assessed once the design and estimate documentation is finalized.

Broader Transportation Plans

In addition to the multi-level road project, Astana has plans to construct three new roads within the next one to two years: one leading to the Congress Hall, another to the branch of MGIMO, and a road along Asan Kaigy Street. However, there are no current plans to renovate or expand existing major highways.

Integrated Approach to Traffic Management

Beyond infrastructure development, the city is also focusing on organizational measures. The implementation of an intelligent transport system in Astana continues, with plans to introduce adaptive traffic control at 79 intersections and upgrade 18 more by 2026. The department confirmed that a comprehensive set of organizational, technological, and transport measures are being implemented to reduce traffic load. These include enhancing public transport, optimizing traffic light operations, adjusting work schedules for government agencies, and making targeted improvements to road infrastructure.

While the multi-level road project is one of Astana's most significant undertakings to ease traffic, it remains in the preparatory stages, with specific timelines, costs, and final implementation details yet to be confirmed.
