Kazakhstan Considers Fines Up to $470 for Picking Lilacs
As the fragrant lilac season begins in Almaty, a heated discussion has erupted online regarding the potential fines for picking these beloved flowers. Reports circulating on social media suggest that individuals could face penalties of up to 200,000 tenge, sparking widespread debate among residents.
The online discourse was ignited by claims that breaking lilac branches not only harms the plants but also incurs significant financial penalties for the offender. This perspective has quickly garnered attention and prompted varied reactions from the public.
Understanding the Rules for Lilac Care
Some social media users argued that pruning lilacs can actually be beneficial for their growth, provided it's done correctly. Others recalled a time when such actions were even considered a positive practice. However, current legislation presents a different picture.
According to Article 338-1 of the Code of Administrative Offenses of the Republic of Kazakhstan, unauthorized cutting, destruction, or damage to trees and shrubs carries legal responsibility. For individuals, this can result in a fine equivalent to 50 Monthly Calculation Indices (MCI). Based on the 2026 MCI calculation, this amounts to approximately 216,250 tenge.
This means that picking lilacs in public spaces – such as courtyards, parks, or along streets – is prohibited. The situation differs for flowers grown on private property, where the owner has the right to assess damages and claim compensation.
This discussion follows a previous report highlighting that Kazakhstanis could face fines of up to 13 million tenge for picking wild tulips, which are listed in the Red Book.
