Officer Faces Trial Over Fatal Al-Farabi Highway Crash

An investigation into official negligence connected to a fatal road accident on Al-Farabi Avenue in Almaty has concluded, leading to a police officer being brought to trial.

Official Negligence Under Scrutiny

The Almaty City Police Department has finalized its pre-trial investigation into dereliction of duty related to the fatal crash. The officer involved has been deemed culpable and is now facing legal proceedings.

According to the Ministry of Internal Affairs of the Republic of Kazakhstan, the investigation focused on a driver employed by the Almaty City Police Department, specifically one of the department heads' drivers. His negligence is alleged to have directly contributed to the fatal accident.

The case materials are currently being prepared for review.

Investigation into 'Forbidden' License Plates

Separately, the Self-Security Department of the Ministry of Internal Affairs is conducting a pre-trial investigation into the illegal use of official authority (Article 362, Part 1 of the Criminal Code of the Republic of Kazakhstan) concerning the unlawful issuance of vehicle license plates from a so-called "forbidden series." These series reportedly contain offensive or negative combinations, slang terms, and abbreviations with negative connotations.

Such license plates are not issued at special Public Service Centers and are not available through the online selection system.

Details of the Fatal Crash

The criminal case stemming from the fatal accident on Al-Farabi Avenue, involving violations of road traffic rules while driving under the influence and causing the death of two or more individuals, had previously reached the courts under Article 345-1 of the Criminal Code. This article carries a penalty of 5 to 10 years of imprisonment and a lifetime ban on driving.

The case files were transferred to the Specialized Inter-District Court for Criminal Cases of Almaty on May 13.

The accident occurred on the night of March 21. A Zeekr vehicle, driven by 32-year-old entrepreneur Alexander Pak, reportedly crossed into the oncoming lane at high speed, colliding with a Mercedes. The 29-year-old driver of the Mercedes and her two passengers, aged 20 and 22, tragically died at the scene.

Subsequent investigations confirmed that the driver responsible for the crash was intoxicated. He was taken into custody after being discharged from the hospital.

This tragedy brought the issue of street racing in the city to the forefront. The President, during a Security Council meeting, instructed the Ministry of Internal Affairs to conduct a thorough investigation into the incident.

In response to the accident, Almaty residents initiated a petition demanding the installation of median barriers on Al-Farabi Avenue, one of the city's main thoroughfares, to prevent head-on collisions.
