US Secretary of State Disputes Zelensky's Security Guarantee Claims
U.S. Secretary of State Marco Rubio has directly challenged Ukrainian President Volodymyr Zelensky's assertions about security guarantees, stating that the United States has not linked these assurances to Ukraine withdrawing troops from Donbas.
Rubio made these remarks on March 27th, following a meeting of G7 Foreign Ministers in France. He specifically called Zelensky's claim that Ukraine would receive security guarantees in exchange for ceding territory as "false."
U.S. Position Clarified
"That's false. I saw him say that. It's unfortunate he said that, because he knows that's not true. That was not communicated to him. What was communicated to him is that the security guarantees would not go into effect until the war was over. But it was not tied to 'if he gave up territory'," Rubio explained. "I don't know why he would say those things. It's just not true."
The Secretary of State emphasized that while the U.S. conveyed Russia's demands to Ukraine, it never encouraged Kyiv to make territorial concessions.
Russia's Demands
Russian President Vladimir Putin has repeatedly cited the withdrawal of Ukrainian forces from Donbas as a condition for ending the conflict, suggesting this should occur by autumn 2025. Putin has stated that currently, Ukraine controls approximately 15-17 percent of the region.
It was in this context that Zelensky, in late March, stated his belief that the U.S. was linking its promised security guarantees to Ukraine's potential agreement to cede the Donetsk region to Russia.
