Abay Region's Water Supply: Billions Spent, But 100% Coverage Remains a Myth
Official reports in the Abay Region claim that 100% of the population is supplied with drinking water. However, a stark contrast exists between these figures and the reality on the ground, leaving many residents without this essential resource.
Complaints from residents and independent expert reviews have revealed that water pipeline construction in several villages and urban districts remains unfinished or the systems are non-operational. This situation has led to significant public funds being allocated to projects that do not deliver.
Massive Investment, Limited Results
According to Rollan Mashpiev, a member of the Abay Regional Public Council, 33 projects were planned to supply water to 38,000 people across the region. A substantial 16.7 billion tenge was earmarked for these initiatives, with 10.1 billion tenge specifically allocated from a special state fund. Despite this significant investment, monitoring has shown that the ambitious plan has not been fully realized.
Non-Functional Pipelines in Semey
In the Kyzyl Kordon district of Semey city, a water pipeline project valued at over 800 million tenge has been completed on paper but has yet to deliver water to residents. Locals report that while the pipeline was intended for fire safety, the hydrants failed to function during a recent fire incident, highlighting the system's ineffectiveness.
Ongoing Delays Since 2019
The construction of a water pipeline in the village of Glukhovka, initiated in 2021, is still not finished. This project, which was supposed to be completed, remains in limbo. Adding to the concern, the Anti-Corruption Agency reported in 2023 that more than half of the water pipelines in the Abay Region existed only on paper, indicating systemic issues with project oversight and execution.
Future Projects Facing Uncertainty
In Perepernovka village, water pipeline networks were scheduled for completion by 2025. However, inspections revealed that work is still ongoing, with the project's completion now slated for December 2026. Additionally, water pipelines on Vodnaya, Klubnaya, and Shleeva streets have also not yet been commissioned.
In conclusion, Abay Region officials have failed to adequately provide residents with timely access to drinking water. Not only are new projects delayed, but previously initiated water pipelines are also not fully operational, raising serious questions about resource management and accountability.
