A controversy surrounding the alleged use of artificial intelligence (AI) to depict clean streets in Almaty's Bostandyk district has prompted an official inquiry. The city administration has initiated an internal investigation, resulting in fines for those responsible for overflowing bins and neglected areas.

Suspicion Over AI-Altered Images

The district administration confirmed that an investigation was launched following social media posts that raised doubts about the authenticity of images potentially enhanced by AI technologies. Users noticed discrepancies in 'before' and 'after' photos of an area near School No. 125 on Levitan Street. These images were flagged by social media platforms as potentially AI-generated or manipulated content.

Investigation Findings and Penalties

The administration clarified that the area in question is under their jurisdiction and is serviced by the contractor 'Zhasyl Jer Almaty' LLP. According to the schedule, bins should be emptied twice daily. However, due to high foot traffic and busy vehicle routes, bins occasionally became overloaded, negatively impacting the area's sanitation. A joint inspection by the Bostandyk District Mayor's Office and the district environmental police department led to administrative measures against the responsible parties.

The contractor was held accountable under Part 1 of Article 505 of the Code of Administrative Offenses for violating landscaping regulations. The fine amount varies based on the offender's category: 20 MCI for individuals, 30 MCI for small businesses, 40 MCI for medium-sized businesses, and 100 MCI for large businesses. Penalties increase for repeat offenses within a year.

The contractor has assured the administration that the area has since been tidied up and all waste removed.

This issue first gained public attention in mid-May when an Almaty resident voiced suspicions about the Bostandyk district administration using AI for street cleaning depictions. The post quickly went viral, garnering nearly 100,000 views. Online commentators pointed out inconsistencies in the images, such as identical shadows and camera angles, further fueling the debate.
