A former director of a subsidiary of the national company KazAvtoZhol has been convicted and sentenced for large-scale embezzlement. The case involved the fraudulent payment of salaries to individuals who did not perform any work.

Ghost Employees on Payroll

In 2024, the East Kazakhstan branch of KazAvtoZholService LLP was found to have hired individuals who performed no actual duties. Despite their lack of work, these individuals were regularly issued salaries, with the funds being illegally diverted.

Investigation and Court Ruling

Following an internal audit, the findings were handed over to the Anti-Corruption Service. The subsequent investigation revealed the former director of the branch was involved in the scheme. In December 2025, a court in Oskemen found the former director guilty. Initially, the sentence was set at 2 years and 9 months of restricted freedom. However, following a protest from the prosecution, the sentence was increased to 3 years and 6 months.

Financial Recovery

In addition to the prison sentence, the court ordered the recovery of 6.7 million tenge in damages. KazAvtoZhol confirmed that the funds have been fully repaid. The company reiterated its policy of zero tolerance for corruption and stated its commitment to strengthening internal controls.
