Kazakhstan Authorities Grant Municipalities Power to Fine Littering

Starting March 2026, municipalities across Kazakhstan, including the major cities of Astana, Almaty, and Shymkent, will gain the authority to issue administrative protocols for littering in public areas. Previously, only police officers could enforce such regulations.

Expanded Enforcement Powers

This significant shift in responsibility aims to enhance the control over public cleanliness, addressing issues such as illegal dumping, littering in streets and parks, and damage to infrastructure. The new powers are codified in amendments to the Code of Administrative Offenses.

How it Will Work

According to the Almaty Department of Ecology and Environmental Protection, authorized officials from local executive bodies, including city and district administrations, will be responsible for filling out the protocols. Currently, organizational work is underway to identify these officials and conduct necessary training sessions.

Scope of Violations

The violations covered by these new regulations include littering in unauthorized areas, polluting public spaces, damaging amenities, and destroying or damaging green spaces. The fines will vary depending on whether the offender is an individual or a business entity.

Government Expectations

Authorities anticipate that these measures will strengthen oversight of urban sanitation and increase citizen accountability for maintaining clean public environments.
