Kazakhstan Explores Lifetime Compensation for Work-Related Injuries

Kazakhstan is currently examining a significant potential shift in its social security system, exploring the feasibility of reintroducing lifetime compensation for citizens who suffer injuries while performing their work duties. This initiative is generating considerable discussion among government officials, labor experts, and trade unions.

Special Working Group Formed

To thoroughly assess this complex issue, a dedicated working group has been established. This group comprises representatives from the Ministry of Labor and Social Protection, members of the Parliament's Mazhilis, and delegates from various trade union organizations. Their primary objective is to analyze the potential for reinstating a system that provides lifelong financial support to individuals who sustain injuries in the line of duty.

Current Compensation Framework

Under the existing legislation, specifically Article 944 of the Civil Code, income lost due to a loss of work capacity is compensated only until the individual reaches retirement age. These payments are subject to mandatory pension contributions, which are then transferred to the Unified Accumulative Pension Fund (UAPF). Upon retirement, citizens receive their pension based on these accumulated contributions.

Public Demand for Change

Despite the current system, there is a notable public demand for reform. Experts are conducting actuarial calculations to understand the economic implications of potential legislative changes. Ministry officials have clarified that amendments introduced in 2015 did not eliminate employer responsibility but rather integrated the compensation mechanism with the pension system.

Financial Health of Social Insurance

Encouragingly, the financial standing of the mandatory social insurance system has shown improvement. As of January 2026, the State Social Insurance Fund JSC reported social contributions and penalties totaling 72.9 billion tenge. This figure represents a substantial increase of approximately 70% compared to January 2024.

Regional Contribution Disparities

The largest contributions originate from Kazakhstan's major financial and industrial hubs. Almaty leads with 14.14 billion tenge (benefiting 768,000 participants), followed by Astana with 10.23 billion tenge (569,000 participants). The Karaganda region contributed 4.59 billion tenge.

Conversely, the lowest contribution amounts were recorded in the Ulytau (1.38 billion tenge) and Zhetysu (1.48 billion tenge) regions, attributed to a smaller number of system participants in these areas.

Increased Transparency

The transparency of the system has also been enhanced. Data regarding the number and amount of payments for loss of work capacity is regularly published on the official website of the Social Insurance Fund, ensuring greater public access to information.
