President Kassym-Jomart Tokayev has awarded high military and special ranks, as well as class ranks, to a number of military personnel and employees of law enforcement agencies. The Akorda website has published a full list of those honored.

Several individuals have been elevated to the rank of Major General. These include Margulan Amanbaev, Altay Botabayev, Aidoss Myrzakhmetov, and Zhumabek Khasenov. Temirlan Espaganbetov received the military rank of "Major General of Aviation." Marat Duisenov and Salamat Okenov were awarded the special rank of "Major General of National Security." Erbolat Balgabayev, Arman Zhunussov, and Ruslan Ostroumov were honored with the special rank of "Major General of the Economic Investigation Service." Nursultan Mukashev received the special rank of "Major General of Police." Rufat Kuttykov and Almaz Mukhametzhanov were granted the class rank of "3rd class State Advisor of Justice."

State Decorations and Historical Recognition

In addition to military and special ranks, the Head of State also presented state awards to employees of law enforcement agencies. These ceremonies coincided with the Defender of the Fatherland Day and Victory Day celebrations.

During his address, President Tokayev highlighted the key priorities for developing the defense sector and emphasized the importance of strengthening values of patriotism and law and order.

The President announced that Kazakhstan will undertake profound reforms aimed at a large-scale technological modernization of its Armed Forces. This strategic objective is planned to be addressed within a short timeframe over the next two years.

Special attention was given to preserving historical memory during the ceremony. Tokayev posthumously awarded the title of "Hero of the People" to Kenjebai Madenov, a veteran of the Great Patriotic War who led a platoon during the assault on Berlin in April 1945 and raised the Victory Banner over the city hall.

The President noted that this feat had not been adequately recognized before, and Kazakhstan is now restoring historical justice. He also called for a focus on the true heroes of peacetime within the framework of establishing the "Law and Order" ideology in society.

To this end, the approach to departmental awards in Kazakhstan will change, with prominent compatriots' names being assigned to them. For instance, a medal will be established in honor of police captain Gaziz Baitasov, who sacrificed his life 15 years ago in Taraz to stop a dangerous terrorist.
