Kazakhstan Referendum: What's Forbidden on Voting Day and "Day of Silence"?

Kazakhstan is approaching a significant date for its citizens. On March 14th, the information campaign will cease, marking the beginning of the "Day of Silence." This will be followed by a nationwide referendum on constitutional reform on March 15th. It's crucial for citizens to be aware of the activities that will be prohibited during these periods.

Campaigning Restrictions

Starting from 00:00 on March 14th, all forms of campaigning and promotional activities will be halted. While previously installed advertising materials and posters will remain in place, any form of promotion is strictly forbidden on the voting day itself.

The Code of Administrative Offenses, specifically Article 120, Part 2, outlines penalties for conducting campaigning during the prohibited period.

Limits on Publishing Opinion Polls

Furthermore, there will be restrictions on publishing the results of public opinion research on referendum day. Lazzat Suyundyk, a member of the Central Referendum Commission, stated that predictions and data from social research concerning referendum outcomes are prohibited from being released.

The only exception is exit polls, which are surveys conducted with voters after they leave the polling station. These can only be carried out by legal entities that have provided prior notification to the Central Referendum Commission. A list of authorized organizations is available on the commission's website.

Violating these regulations will also lead to administrative liability.

Key Information About the Referendum

As a reminder, on February 11th, President Kassym-Jomart Tokayev signed a decree calling for a national referendum on proposed amendments to the Constitution. Voting will take place on March 15th from 07:00 to 20:00.

The referendum ballot will feature a single question: "Do you approve the new Constitution of the Republic of Kazakhstan, the draft of which was published in the media on February 12, 2026?"

Overall, approximately 84 percent of the main law is set to undergo changes. Kazakh citizens will decide whether to support or reject the full version of the document through their vote.
