Kazakhstan to Revise Gas Heating Tariffs and Consumption Rules

Kazakhstan is set to implement new regulations for natural gas heating, which could introduce consumption limits and differentiated tariffs across various regions. This significant shift in policy was approved in its first reading by members of the Parliament.

Addressing Unfair Pricing

The current system for calculating gas prices has been criticized as unfair, failing to account for actual consumption levels and differing climatic conditions. Member of Parliament Edil Zhanbyrshin highlighted that a 200-square-meter house in a warm region uses considerably less gas than an identical house in a colder climate. However, this disparity is not reflected in current pricing, which does little to incentivize gas conservation.

Introducing Consumption Limits and New Tariffs

To address these issues, amendments to the law "On Gas Supply and Efficient Use of Gas" propose the introduction of consumption limits. Consumers who stay within these limits will pay standard rates, while exceeding them will result in higher charges. For instance, a monthly norm of 800 cubic meters has been suggested for the West Kazakhstan region.

Heating Price Regulation

The rising cost of gas heating during winter months was also a key point of discussion. Prices are expected to increase from 150-200 thousand tenge per ton to 250-300 thousand tenge. Previously, the state did not regulate these prices. However, the Committee for the Regulation of Natural Monopolies will now be responsible for approving the prices of liquefied petroleum gas used for heating.

Transition to Smart Meters

Inaccuracies in current gas metering practices were also identified as a problem. Gas meter readings are often taken manually or submitted by subscribers via messaging apps, hindering accurate billing. The proposed solution involves a gradual transition to "smart" meters that automatically transmit data. This move is expected to help reduce household payments and promote gas conservation.
