Officials in Abai Region Illegally Awarded Bonuses for Anniversaries

Prosecutors in the Abai region have uncovered illegal financial disbursements from the budget, with officials reportedly awarding themselves over 1 million tenge in bonuses for their anniversaries.

Illegal Payments Discovered

The prosecutor's office in the Borodulikha district identified that employees of the local administration received over 1 million tenge in material assistance related to their personal milestones. This funding was drawn from the budget, despite claims of savings.

Furthermore, the investigation revealed collective employment agreements that violated the labor rights of 247 employees. These agreements failed to include provisions for short-term leave, salary maintenance during work stoppages, and other essential guarantees.

Measures Taken

In response to the prosecutor's findings, corrective actions were implemented. The problematic collective agreements were brought into compliance with current legislation. An order by the rural district akim (head) was rescinded, and the illegally disbursed funds were returned to the budget.

A responsible employee from the Economics and Budget Planning Department faced disciplinary action as a result of the investigation.

Context of the Issue

This situation arises as citizens express concerns over rising prices and infrastructure issues in various regions, including poor road conditions and a lack of schools and hospitals. Amidst these public concerns, the government has updated regulations regarding bonuses for officials, potentially making it easier for civil servants to receive additional funds from the budget. These changes were formalized by government decree No. 54 on January 29, 2026.
