Almaty's Rayymbek Batyr Mausoleum Museum Project Stalled for 9 Years

A project to convert the Rayymbek Batyr mausoleum in Almaty into a modern memorial and museum complex has been stalled for nine years, leading to a substantial increase in its cost.

The initiative, which began with plans for a museum, mosque, and other facilities, was first conceived in 2017 when the mausoleum came under the city's municipal ownership. Despite initial plans and the commissioning of design documents in 2018, construction did not commence as scheduled. Officials cited ongoing document preparation in 2019.

Project Delays and Cost Escalation

Attempts were made to secure private investment, but by 2022, the Almaty Akimat (city administration) launched a tender for construction funded by the budget. The estimated cost for this phase, including technical supervision, was approximately 441 million tenge. However, this agreement also failed to bring the project to completion, with only a portion of the funds paid to the contractor, and construction was again postponed.

In 2025, a new agreement was signed, pushing the project's cost to 1.1 billion tenge – an increase of over 2.5 times the initial estimates.

Ambitious Multimedia Features Planned

The project emphasizes a rich multimedia experience. Plans include reconstructing a medieval archery range with VR archery, interactive strength testers, transparent screens, LED panels, battle dioramas, and sculptures of Rayymbek Batyr and his steed. Replicas of a medieval archery range and a siege engine are also envisioned.

Over 340 million tenge is allocated for these specific multimedia components. Despite promises of opening in 2023, then 2025, and later May 2026, the completion date has been pushed back again. The current target for the complex's opening is the end of 2026.

Current Construction Status

The construction site still shows signs of an unfinished facility. Buildings are not fully complete, facades remain unrenovated, and parts of the area are cordoned off with construction fencing.

Local imams express hope for a positive final outcome despite the repeated delays. However, it is noted that entry to the museum will likely be ticketed.

In conclusion, the revitalization project for the Rayymbek Batyr mausoleum has become a protracted construction endeavor, marked by escalating costs and shifting deadlines, raising questions about past city administration decisions rather than serving as an effective model for preserving historical heritage.
