Kazakhstan 2024 asset filings: 16 ministries missing, spouses earned 2.3bn tenge

Kazakhstan’s 2024 income declarations for senior officials are starting to appear—and they reveal sharp contrasts: several officeholders reported zero income while spouses disclosed earnings as high as 2.3 billion tenge. The uneven publication of data matters because it tests transparency rules and public trust.

What the law requires

Under anti-corruption rules, civil servants and their spouses must file annual income and asset declarations by 31 December. From 30 December 2025, the publicly released dataset will be trimmed to the declarant’s and spouse’s names, the reporting period and total taxable income; if there is no income, no information will be published.

Who published — and who didn’t

For the 2024 reporting cycle, 16 of 21 ministries had not posted declarations on their official websites. Those that did often released partial lists rather than full rosters.

Standout figures from 2024 filings

Erbolat Dosaev reported KZT 14 million in income, while his spouse declared KZT 2.3 billion.

Vice Prime Minister and National Economy Minister Serik Zhumangarin’s spouse reported KZT 88.7 million, largely from securities investments. National Economy Vice Minister Asan Darbayev listed his spouse’s income at KZT 69.6 million.

Finance Vice Minister Aset Turysov reported KZT 6.8 million. Defense Vice Minister for logistics and infrastructure Kanysh Aubakirov declared KZT 34 million.

Among diplomats, Estonia envoy Altay Kulginov reported zero income while his spouse Zhanar Kelimbetova declared KZT 16.9 million. Ethiopia envoy Barlybai Sadykov reported KZT 3.38 million; France envoy Gulsara Arystankulova, KZT 2.64 million.

Sweden envoy Olzhas Suleimenov reported zero; his spouse Zhanar Primbetova declared KZT 26,500. Iran envoy Ontalap Onalbai reported zero; his spouse Svetlana Balkybaeva declared KZT 1.19 million. North Macedonia envoy Satybaldy Burshakov reported KZT 875,000; his spouse Mayra Karakeshova, KZT 25,000. China envoy Shakhrat Nuryshev reported zero; his spouse Aliya Nuryseva declared KZT 12.33 million.

In the Transport Ministry, Vice Minister Talgat Lastaev reported KZT 5.3 million. Among regional administrations, Aktobe region chief of staff Doskhan Amir declared KZT 27.5 million.

Several senior presidential staff listed zero income while spouses reported earnings: Gizat Nurdauletov’s spouse declared KZT 24.9 million; Kuanyshbek Yessekeyev’s spouse, KZT 48 million; presidential adviser Alexey Tsoy’s spouse, KZT 1 million; state inspector Batyrzhan Baizhumanov’s spouse, KZT 2.6 million.

Why it matters

Annual declarations are a key tool to assess integrity in public service. The combination of zero-income filings by officeholders and significant spousal earnings may prompt questions from the public. Tax authorities are expected to review submissions and verify the accuracy of reported data.
