Officials pointed to several likely factors behind the temporary degradation in service quality: peak and uneven loads on base stations, radio coverage constraints in densely built-up areas, a surge of simultaneous user connections, and scheduled network modernization work.

The ministry emphasized that key digital public services and government information systems ran without interruption on January 5, and overall nationwide access to the internet remained stable.
