Russia's Import Barriers Explained: Protecting Domestic Business

Russia's implementation of bureaucratic hurdles for goods imported from Eurasian Economic Union (EAEU) member states has been clarified. Alexander Subbotin, Minister for Technical Regulation at the Eurasian Economic Commission, stated that these measures are designed to safeguard Russian entrepreneurs.

Protecting the Domestic Market

Kazakhstani businesses frequently encounter difficulties when trying to sell their products in Russia, the largest market within the EAEU. The Russian side often imposes additional control measures, thereby restricting imports.

According to Alexander Subbotin, all such actions are undertaken with "good intentions." The primary goal is to ensure the uniformity of goods across the entire territory and to guarantee that consumers receive safe and high-quality products.

Addressing Misunderstandings

The Minister acknowledged that misunderstandings regarding certain restrictions do arise among EAEU member countries. However, the Commission and the countries themselves strive to resolve these issues through bilateral negotiations.

"Misunderstandings between services or in specific areas are reviewed and resolved. Both the Commission and the countries are working in this direction. If any complaints or problems arise, they lead to additional meetings and the accumulation of experience. Typically, everything is resolved," Subbotin explained.

Emergence of New Barriers

While some barriers have been removed as a result of negotiations within the EAEU framework, Kazakhstani businesses report the emergence of new restrictions. For instance, in March 2026, Kazakhstan's Ministry of Trade and Integration sent a note to the EAEK protesting Russia's additional requirements.

Recently, it was announced that importing goods from EAEU countries into Russia now requires a special document (DOPP), a guarantee payment, and the acquisition of a QR code to confirm the legality of the goods.
