Kazakhstan is implementing a new set of regulations designed to significantly improve the situation at its border crossings. The primary goal is to regulate vehicle flow and drastically reduce the lengthy queues that have become a common sight, aiming to bring order to what has often been a chaotic process.

Standardizing Border Service Areas

The Ministry of Industry and Infrastructure Development has outlined plans to introduce uniform requirements for the service areas at border checkpoints. This initiative is detailed in a draft order published on the "Open NPA" portal. The new rules are structured to manage vehicles through distinct phases: arrival, identification, waiting, service, and departure, thereby creating a more organized and efficient transit system.

Structure of Service Zones

Under the proposed project, service areas will be divided into three main zones: parking, commercial, and administrative. Parking areas are mandated to accommodate at least 200 trucks, with separate provisions for passenger cars and heavy goods vehicles. To manage queues effectively, an electronic queuing system will be introduced, requiring registration via terminals and a dedicated mobile application.

Digitalization and Enhanced Security

A crucial component of this project is digitalization. The service areas will be equipped with license plate recognition systems, automated control for entry and exit, and integration with government databases. Furthermore, comprehensive video surveillance, communication systems, and internet access will be provided. These stringent requirements will apply to both newly constructed and existing service areas, ensuring a consistent upgrade across the border infrastructure.
