Kazakhstan Considers Full Smartphone Ban for School Students

Kazakhstan is considering a significant shift in school policy, with a new bill proposing a complete ban on smartphone use for students within educational institutions. This initiative aims to foster a more focused learning environment and combat issues like cyberbullying.

Shifting Regulations on Device Use

Previously, school administrations had the discretion to determine when students could use smartphones. While a ban was in place during actual class time, students were generally permitted to use their devices during breaks. The use of phones for educational purposes was also allowed if a teacher granted permission.

Proposed New Rules

The new draft legislation seeks to remove this flexibility. Instead of school administrations or teachers deciding, the authority to regulate student gadget use would be transferred to the authorized body in the education sector, likely the Ministry of Education or local education departments. This proposed change is still under review and has not yet been officially approved by the Parliament's Majilis.

Parliamentary Proposal and Rationale

Deputies have put forward an amendment to Article 47, which outlines the rights and responsibilities of students. The proposed change states: "The use of subscriber devices (mobile phones) by students and pupils during the educational process in general education organizations is not permitted, except in cases provided for by the rules approved by the authorized body in the field of education."

The justification behind this stricter measure is multifaceted. Proponents argue that prohibiting mobile phone use not only during lessons but also during breaks can significantly reduce the risks associated with cyberbullying and the spread of destructive content. Furthermore, it is believed that such a ban will strengthen discipline and safety within schools, encourage more direct social interaction among students, aid in their socialization, and contribute to a healthier educational atmosphere.

It's worth noting that a legislative ban on smartphone use during school hours was introduced at the beginning of 2024. However, students retained the ability to use their phones during breaks, a practice that this new proposal aims to change.

This initiative is currently being discussed, and a final decision has yet to be made by the Parliament's Majilis.
