Kazakhstan's Education Funding Center Now Under Ministry of Finance Control
Kazakhstan's 'Center for Finance' Joint Stock Company (JSC), a key entity responsible for funding educational programs, has officially transitioned under the management of the Ministry of Finance. This significant structural change places the organization, which plays a crucial role in the nation's education sector, under direct ministerial oversight.
Consolidation of Key Financial Bodies
This move follows a broader trend of consolidating major financial and social organizations under the Ministry of Finance. Previously, in 2025-2026, the non-profit joint-stock company 'Social Health Insurance Fund' (SHIF) was also transferred to the ministry. These strategic realignments are being formalized through relevant government decrees.
Currently, there are no plans to transfer other state organizations to the Ministry of Finance for the 2026-2027 period.
Role of the 'Center for Finance'
The 'Center for Finance' operates as a state-owned company serving as the financial operator for various educational programs. Its core functions include the allocation of budget funds, financing educational projects, and monitoring the fulfillment of financial obligations within the education system. The company does not directly manage educational institutions like schools, colleges, or universities; its focus remains strictly on the financial aspects of educational programs.
What Changes with the Transition?
According to the Ministry of Finance, the 'Center for Finance' will continue its operations within the corporate governance framework of quasi-state sector entities. This means the organization will be required to approve its development plan, report on its execution, and undergo performance evaluations. Oversight will be maintained by the board of directors, a performance assessment system for the executive body, and internal audit and control mechanisms.
Context: Issues with the Social Health Insurance Fund
The prior transfer of the Social Health Insurance Fund to the Ministry of Finance stemmed from identified issues within its operations. An analysis revealed numerous violations and instances of inefficient fund utilization, including problems with dual financing, system incompatibilities, and challenges in monitoring medical service provision. Reports even indicated discrepancies related to services provided to deceased patients. These findings prompted Prime Minister Olzhas Bektenov to order the SHIF's transfer to the Ministry of Finance.
