Who Was Denied State Aid? A New System Identified 484 Wealthy Families

Kazakhstan is introducing a new method for assigning state social assistance. As part of a pilot project launched in the Karaganda region and the city of Shymkent, a special scoring model for assessing family well-being has begun to identify affluent citizens among those seeking aid.

 

How Does the Scoring Model Work?

 

This system analyzes the income and expenses of citizens who apply for state support and assesses their true financial situation. The pilot project is being conducted across three main public services:

  • Assignment of housing assistance;

  • Subsidizing a portion of rent for leased housing;

  • Reimbursement for the costs of homeschooling children with disabilities.

In total, 26,100 applications for these services were reviewed.

 

Project Results: Who Was Left Without Aid?

 

According to the Ministry of Labor and Social Protection, the results were as follows:

  1. Rental Subsidy: 1,268 applications were received for this type of assistance. The review found that 484 of them had a high level of well-being. This means that nearly one in three applicants was not in need of state assistance.

  2. Reimbursement for Homeschooling a Child with a Disability: Since September 1, 1,256 applications have been processed. Of these, 32 families were classified into the 6th category based on their scores, meaning they were identified as wealthy.

  3. Housing Assistance: In this category, 1,215 people applied, and all of their requests were approved.

This pilot project demonstrates that the new system can improve the targeting of state aid, ensuring it is directed to those who are genuinely in need.
