China's New Import Rules Stall Kazakh Grain Exports, Threatening Production

Kazakhstan's agricultural sector is facing a new hurdle as China implements stricter regulations on imported feed flour, specifically a mix of barley and wheat. This move has led to significant delays and rejections for Kazakh companies seeking to export their products, raising concerns about the impact on the nation's export commitments and overall production.

New Regulations Create Export Barriers

Under the new rules, Kazakh businesses must undergo a special inspection and registration process to export feed flour to China. While the initial deadline for compliance was set for March 1st, several companies that submitted their documentation on time have found themselves excluded from the approved list. This has created considerable anxiety among Kazakh entrepreneurs.

Impact on Companies and Production

According to Zhomart Motyshev, President of the Grain Processors Union of Kazakhstan, the General Administration of Customs of China has issued specific notifications regarding these changes. Currently, only 27 Kazakh enterprises have been successfully registered, while 39 other companies are still awaiting a response. This situation is creating substantial obstacles in fulfilling export obligations.

Beyond the registration issues, companies are also grappling with logistical challenges. These include the inability to ship finished products and prolonged delays for both empty and loaded containers. The standstill is beginning to affect the smooth flow of goods and business operations.

Government Intervention Sought

Entrepreneurs are warning that these disruptions could halt production processes and negatively impact the economy. In response, the Grain Processors Union has formally appealed to the Ministry of Agriculture of Kazakhstan. They are requesting assistance in expediting the process of forming and approving the list of exporters to China.

The Union is proposing negotiations with the Chinese side to shorten the review period for applications. This proactive step is deemed crucial to ensure the continuity of production activities and the fulfillment of contractual obligations for Kazakh companies.
