Kazakhstan Employers Face New Fines for Labor Contract Registration Lapses
Starting March 12, 2026, employers in Kazakhstan will face new administrative penalties for failing to properly register labor contracts. This initiative is part of a broader effort to digitize labor relations and ensure accurate record-keeping.
The new regulations mandate that employers must submit information regarding the creation, modification, and termination of employment contracts to the Unified System of Labor Contract Registration (ESChBR). While the system was launched in 2020, many employers have not adhered to its requirements. Now, non-compliance or incorrect data entry will result in fines.
Key Deadlines and Penalties
Employers have specific timeframes to report changes: labor contracts must be registered within 5 working days of creation, modifications within 15 working days, and terminations within 3 working days. Failure to meet these deadlines will incur fines. For a first offense, the penalty can range from 10 to 30 monthly calculated indices (MCIs). If the violation is repeated within a year, the fine doubles.
Accountability for Data Accuracy
Ultimately, the employer is responsible for ensuring the accuracy and timeliness of the data submitted to the ESChBR. Even if a specific employee is designated to manage these registrations, the legal responsibility and potential fines fall directly on the employer. This measure aims to increase accountability in formalizing employment relationships and improve the quality of national labor databases.

As of early 2026, Kazakhstan's population exceeded 20.5 million, with approximately 9.7 million people employed. Of these, over 7.1 million are salaried employees, while more than 2.1 million are self-employed.
