Turkistan Residents Battle Leaking Homes Built Under State Program
Residents of a multi-story building in Turkistan are expressing deep frustration over the poor quality of their homes, purchased just five years ago under a state housing program. Persistent issues like leaking roofs, flooded basements, and mold-infested walls have turned their living situation into a daily struggle.
A 'Living Hell' for Residents
The problems began shortly after the housing complex, located in a new district of Turkistan, was constructed. Residents report that rain causes significant leaks from the roof, making access to the upper levels dangerous. Flooded basements and deteriorating electrical wiring in the stairwells are also major concerns. The constant dampness and cold have led to mold growing on apartment walls, causing plaster to peel away.
"It hasn't even been five years, and water is still leaking. We fear every rain because it's impossible to stay in the house! When we are at work, the children call and say, 'Mom, water is dripping! Mom, water is flowing!' We have to drop everything and rush to collect the water," shared one homeowner.
Disputes Between Residents and Developers
Water issues are not confined to the upper floors; basements are also frequently flooded due to improperly installed plumbing, leading to unpleasant odors. Residents have had to replace pipes six times in the last five years and perform disinfection every two months to combat the smell.
"We sued the company. We were in court for two years! We won. They promised to fix everything, but there has been no result. No matter what we do, wherever we go, it's all the same! Just promises, no action!" stated another resident.
Despite multiple invitations to construction workers and city officials, the developer has yet to address the issues. Local authorities have offered promises of resolution.
Response from the Construction Department
Dauren Maulenov, deputy head of the city's construction department, acknowledged that while the warranty period may have expired, structural elements like the roof and facade require replacement. He stated that under the law, the developer is obligated to carry out the necessary repairs. Maulenov also noted that building quality doesn't degrade within 5-10 years, and wear and tear are typically due to amortization and improper use.
He added that if the developer's fault is proven, the repairs will be conducted at their expense. However, residents have heard such promises from local authorities before and are now seeking intervention from higher authorities capable of resolving the substandard construction issues.
